Urgot had been in a pretty stable spot for a while, but he tended to lose to champions who managed to get past him and still survive the damage he dealt. The main reason was that items like Sterak's Gage or Goredrinker gave so much durability that he couldn't kill them in time.

But with those items changed, Urgot is back and ready to explode. If you are interested in personally executing those who stand against you, make sure you pick him.

Singed has been doing quite well for a while. Fighters have mostly been out of the meta lately, leaving only tanks and bruisers in top lane. That is good news for Singed alone, because Singed is an expert at running circles around low-damage targets who can't hurt his sustain.

He is also good against the only viable fighters, such as Camille and Tryndamere, so make sure to pick him, because Arcane's wildest scientist is extremely strong right now!

Top lane wasn't changed much in this patch because a big item overhaul was made in 12.03, so Riot is giving the meta a chance to settle. But it is very clear that Quinn is extremely strong in the meta right now. This is because she isn't affected by the Teleport nerfs and keeps her power and control over the game when other top laners lose theirs.

The hardest part of playing Quinn is mastering her macro. Most top lane matchups are about outplaying your opponents mechanically and building a lead, and while Quinn isn't mechanically easy, it is much more important to use her Ultimate to your advantage and have good macro.
