Prime accounts can play together with non-Prime accounts if they were already matched through a lobby beforehand. That's because once Prime and non-Prime players are in the same lobby, that lobby can no longer be classified as Prime.

What's Needed to Reach Profile Level 21

CS:GO has a total of 40 levels. Players can level up their profile rank by earning XP. Once a player earns 100,000 XP in-game, their profile level rises to 21. Once you hit Level 21, your account automatically switches to Prime status.
