How to Set Up the FM 23 Goal Machine Tactic
In Possession

We build out from the back and naturally play at a high tempo. Since we want to score plenty of goals anyway, it makes complete sense to keep our tempo high and "Time Wasting" set to Never. The team will always want to score, working with a mentality that constantly tries to break down the opposition while getting the maximum out of our players' abilities.
Transition Attack

With this much emphasis on attacking, we'll look to win the ball back immediately with high pressing both when we win it and when we lose it. We keep every route open except for going long. While we try to build from the back, our goalkeeper also gets the ball into play right away.
Out of Possession (Defense)

No sitting back on defense here :) Our defensive line is very high, and we press the opposition all the way up to their goalkeeper. We're also set to an aggressive mentality on tackling.
Whatever it takes, we win the ball back and immediately look for a goal. We may concede a few, but there's no way we won't score plenty with this tactic. And that's exactly what we want ;)
What Kind of Players Should I Sign for the FM 23 Goal Machine Tactic?
This is the tricky part. Unless you have a particularly strong squad, you may run into budget issues with the players you bring in. The players you sign need to be especially solid in terms of fitness. Since we play with two Mezzalas, the players in that role need both high technique and high stamina. With high-scoring tactics like this, you need to keep your substitutes ready, because your team can tire quickly and fresh legs become very important.
