Fast travel only works between Metro Stations and unlocks during the main quest A Place to Call Home at the Central Loop.
The "Tickets, Please" achievement requires actually using a Metro Station's transit map to fast travel, not the world map.

Dying Light 2 won't let you fast travel right away, but you'll eventually unlock it. As for safe zones, they tend to dot the landscape. The most common factor is that they always have UV lamps, warding off Aiden's infection and scaring the infected away once night falls. Dying Light 2 safe zones and fast travel guide:
Dying Light 2: What Are the Safe Zones?
Nightrunner Hideouts and Metro Stations
Nightrunner Hideouts are the most common safe zone in Dying Light 2. You'll find them on rooftops or inside abandoned buses. They normally come with a player stash and a bed (so you can heal or switch between day and night). However, before you can use these fixtures, you need to activate the nearby generator by mashing the "F" key. Once that's done, the UV lamp will turn on. This spot will also serve as a respawn point should you die nearby. Other types of safe zones include windmills (which will be controlled by a faction once you get them running) and infrastructure facilities (once assigned to a faction). There are also regular bases that belong to a faction by default, as well as bandit camps you've cleared out.
Dying Light 2: Fast Travel Guide
To be clear, fast travel in Dying Light 2 is only possible between Metro Stations. This mechanic unlocks at the start of A Place to Call Home, a main story quest that happens once you reach the Central Loop (i.e. the midpoint of the game). This quest gives you access to Metro: Downtown Court in the Downtown district. It will also unlock the Central Terminal Station you visited earlier (late January). PK Floating Fortress (The Wharf) and Holy Trinity (near The Bazaar) will also become available later in the campaign. Aside from the four examples I mentioned, you can find seven additional Metro Stations or fast travel points in Dying Light 2. The difference is that you'll need to put in more effort to get the rest up and running.
Before heading to the other metros, there are a few important mechanics to keep in mind:
- These places are filled with Renegade bandits or Volatiles. If you're dealing with the latter, you should enter at night since it's a Dark Zone. This means a lot of infected will be around during the day, but most will be dozing off at night.
- Inside the metro area, you can eliminate enemies or sneak around to avoid them. Your goal is to reach the door leading to the electrical room and unlock it.
- Flip the switch and you'll be tasked with jumping down the elevator shaft that leads to the basement.
Note: it is possible for a Metro Station to have its power activated just by flipping the switch. However, this is fairly rare. Most of the time, you'll need to find the other generators.
Once you get down to the basement, you'll notice the floor is covered in chemicals. Try to avoid stepping in it at ground level, or your character's immunity will drop. The goal now is to find and interact with the generator switches (there are about four to five for each location). Check your screen for the circular icons and use your parkour skills to cross the area. Once that's done, head back to the elevator and return to the terminal. From there, you can flip the switch to turn this location into a fast travel point in Dying Light 2.

Inhibitors at Metro Stations
Before activating the switch, you'll be warned that all the surrounding loot will disappear. However, you'll always find at least one Inhibitor waiting for you at your newly established safe zone/sleeping area. These Inhibitors are used to boost your health or stamina, letting you gain better combat and parkour abilities.
"Tickets, Please" Achievement
One last thing: there's an achievement called "Tickets, Please" that requires you to use a Metro Station to fast travel in Dying Light 2. Simply opening the world map won't work for this. Instead, you need to teleport to any metro, and once you emerge, you'll find a map of the transit system. Press "F" to interact with it, then select a different metro terminal and hold "F" to travel there. This will unlock the achievement for you.
