Moments Stars in FIFA 23 are essentially tokens you can exchange for rewards. The Star Gallery is the box furthest to the left in the Moments menu. The Star Gallery shows you which rewards are on offer. While the "Browse" tab always offers a Gold Pack and a Premium Gold Pack, the "Seasonal" rewards change at the start of every new FUT season. The "Seasonal" tab is where you'll find more premium rewards. You get the chance to spend your Moments Stars on any reward you want, including packs and sometimes Trade Tokens. In addition to Moments, Ultimate Team also has traditional objectives that add to your XP and FIFA Coins.

Getting Moments Stars in Ultimate Team is pretty simple. All you need to do is go to the Moments tab and click through until you see the objectives on your screen.
