LoL Patch 14.16 PBE Patch Notes and Release Date

In the LoL 14.16 patch notes, the developers are addressing the strongest ADC systems on Summoner's Rift and the Season 14 meta built around having one marksman in every lane. LoL 14.16 PBE Patch Notes

The goal of this patch is to support weak champions. That includes a few characters who are always popular, like Orianna, Syndra, Sylas, Vi, Skarner, Wukong and Azir.

Senna is being pushed toward a Mage-oriented build instead of the Lethality-oriented build many players have run in Season 14. Riot identified this as a mistake, especially since her win rate has now dropped to a low 48%, so they're trying to make her work better with ADCs instead.

After weakening mid lane mage Sylas's power in Patch 14.15, Riot is walking back some of the recent nerfs to Sylas in Patch 14.16.

Since Patch 14.15, Sylas has taken a big hit to his win rate, which currently sits at a low 48.51%. In the previous update, 14.14, it was at 50.87%. That's why the developers now expect these rollback changes to help him somewhat.

Dying on Summoner's Rift will now carry harsher penalties in the early game, with death timers increasing by four seconds from level one through level eight. There will also be an added two-second extension at level nine. The goal of these changes is to make early lane deaths more punishable. Azir

• Health regen increased from 3.5 to 5.
• Armor increased from 22 to 25.

Corki

• Q cooldown increased from 8-6 to 9-7, mana cost fixed at 80 (was 60-80).

Katarina

• Q damage increased from 80-200 (plus 35% ability power) to 80-240 (plus 45% ability power).
• E base damage reduced from 20-80 to 20-60.
• R's accuracy effect reduced from 30-40% to 25-35%.

Lucian

• Q damage reduced from 95-215 to 85-205.
• Passive's total attack damage ratio reduced from 0.15 to 0.2.

Orianna

• Q ability power ratio increased from 50% to 55%.

Skarner

• Health increased from 610 to 630.
• Base attack damage increased from 60 to 63.
• Q's bonus attack damage ratio increased from 0.6 to 0.8.

Sylas

• Starting health increased from 575 to 600.
• Passive damage on primary target increased from 25% to 30% of ability power.
• W's base damage increased from 65-205 to 75-215.

Syndra

• R damage per Dark Sphere increased from 90-170 (plus 17% ability power) to 100-180 (plus 17% ability power).

Vi

• Q's maximum damage increased from 90-290 to 100-300.

Wukong

• Passive armor increased by one at all levels.
• E's attack speed increased by five percent at all levels.

Items

Black Cleaver

• No longer requires 0.01 seconds between stacks.

Blade of the Ruined King

• Attack damage reduced from 55 to 50.
• Attack speed reduced from 30% to 25%.
• Melee on-hit damage increased from 9% to 10%.

Doran's Blade

• Health reduced from 100 to 80.
• Life steal ratio reduced from 3.5% to 3%.

System Changes

Death Timers

• Levels 1-8 increased by four seconds.
• Level nine increased by two.
• Level 10 plus unchanged.

Death Homeguards

• Duration increased from five seconds to eight seconds.
• The timer now starts when leaving the fountain. It used to be instant.
