To get the blanket in Stray, you'll first need to progress through the game until you reach the Slums. Once you've done that, just follow the steps below:

• Climb up to the rooftop where the robots are throwing paint.
• Meow at them when they throw the paint.
• Leave the rooftop and head out onto the street.
• Go through the open laundromat door.
• Grab the Super Spirit Detergent on the table.
• Go to Azooz and trade the Super Spirit Detergent for Electrical Wires.
• Run to your grandma and give her the Electrical Wires.

If you followed the steps above correctly, your grandma will knit you a poncho (the blanket). Now, with this item safely stored in your inventory, you can give it to Elliot and continue progressing through the main story.
